if the city is in a position that is hard to defend just merget to the next one if you need 1 city cap point free to expand in a specific direction when you "buy out" a neutral city to your empire, not worth it to build everything, just merge and expand your territory
There are other minor reasons to merge cities: Instead of building fortifications and all the other things in 2 cities you merge and only spend 1 time to build all you need to defend an important territory. By my experience is worth it to combine when you need city cap slots (if you have maximum number of cities) and you need to expand to get new special resources.Īlso is worth it when you have a city with important resources (horses for example) and you need to buil fortification etc.
